Canada is officially bilingual. Quebec is not. Quebec's Charter of the French Language, updated in 2022 by Bill 96, requires French-as-primary customer service in Quebec. A clinic serving Quebec residents with an English-only patient app, or a booking flow that defaults to English on a Quebec IP, is out of step with both Bill 96 and the Law 25 meaningful-consent standard.
